B8.5.2 Barrelman. Barrelmen must be Financially Eligible and must have participated in at least eight PRCA-approved rodeos in the Rodeo Year that they apply for the NFR position with a minimum of 20 total performances in order to participate at the NFR. For purposes of this Bylaw, rodeos at which a Barrelman works only in a slack shall not count towards the minimum number of rodeos or performances required to participate at the NFR. A Barrelman Member may not work at the NFR unless he has filed an application with the Director of Rodeo Administration in accordance with this Section B8.5.1. Applications for the Barrelman position to the NFR will be accepted by the Director of Rodeo Administration up to May 1 of the calendar year in which the NFR will be held. No later than October 15 (of the calendar year in which the NFR will be held) the top 20 bullriders and all Financially Eligible announcers and bullfighters that have participated in at least eight PRCA- approved rodeos with the minimum of 20 total performances as stated in B8.5.1., may vote for one barrelmen. The votes will be accepted through the Central Entry Office for one full entry week. For the one full entry week following the first vote, the same bullriders, announcers and bullfighters will vote for one of the top five vote-getters in the Barrelman category. The Barrelman receiving the most votes will be the NFR Barrelman and the first runner-up will be the alternate Barrelman for the NFR. In the case of a tie, a vote through the Central Entry Office will again be taken with the eligible list of announcers and bullfighters voting from October 25 up to 5:00 pm MST on October 30. B8.5.2.1 Eight PRCA Approved Rodeos and 20 Performances. Any PRCA sanctioned special event or PRCA Extreme bullriding that has an independent approval from a PRCA sanctioned rodeo will qualify to count for all contract personnel categories for purposes of the eigth rodeo and 20 performance requirement. B8.6.1 Representatives. The National Finals Rodeo Committee (“NFRC”) shall be comprised of fourteen voting representatives and two ex-officio nonvoting representatives as follows: 1) PRCA CEO 2) PRCA Board Chairman (or his designated representative) 3) PRCA Timed Events Representative 4) PRCA Riding Events Representative 5) PRCA Stock Contractor Representative 6) PRCA Rodeo Committee Representative 7) PRCA Contract Personnel Representative 8) Host Committee Executive Director 9) Host Committee Board Chairman (or his designated representative) 10-14) 5 Host Committee Board members (or Board designees) Ex Officio: PRCA Director of Rodeo Administration and NFRC Executive General Manager-Production
