B9.7.2 Qualification. Entries for the NCFR will be taken from each of the PRCA Circuits. The Year-End Event Champion and the Circuit Finals Rodeo Average Champion shall be eligible to advance to the NCFR. If the Year-End Event Champion and Circuit Finals Rodeo Average Champion is the same individual, the highest ranked qualifying (by the circuit points and the Required Participation Rules) year-end contestant in that event, in that Circuit, who entered his respective Circuit Finals Rodeo in that event, shall be eligible to advance to the NCFR. Should either of the qualifying contestants (per event) in a Circuit decide not to, or be ineligible to, advance to the NCFR, the advancement opportunity will be passed on to the next highest ranked qualifying (by the circuit points and the Required Participation Rules) year- end contestant in that event, in that Circuit, who entered his respective Circuit Finals Rodeo in that event. In the event that there is a tie in the average, and one of the contestants is also the year-end champion, that contestant will advance as the year- end champion. The remaining contestant tied for the average will advance as the average champion. B9.7.2.1 Average Champion. In the event that the average champion did not meet the circuit participation requirement, the advancement opportunity to the NCFR will fall to the next qualified contestant in the average standings. If that contestant is also the year-end champion, then the position will be filled by the next qualified individual in the year-end standings. B9.7.3 Team Roping. The Year-End Header Champion of a circuit must rope with the Year-End Heeler Champion of that same circuit at the National Circuit Finals Rodeo. Should one of the Year-End Event Champions choose not to compete at the National Circuit Finals Rodeo, the second qualifier will be determined by the highest ranked eligible (by circuit points) year-end contestant in that event, in that circuit. If either of the Year-End Event Champions chooses not to enter the National Circuit Finals Rodeo, the second place Year-End Header must rope with the second place Year-End Heeler, etc. The Circuit Finals Average Champion header and heeler must rope together at the National Circuit Finals Rodeo. B9.7.4 Entry Fee. Those advancing to the NCFR, who have not already paid entry fees, are required to pay the entry fee payment upon arrival at the NCFR, or according to Part R11.3.1.
