Change B2.3.5.1 Application of Money Won While a Permit Member. Money won while a Permit Member will not count toward the World Championship standings or toward qualification for competition at the National Finals Rodeo. Money won while a Permit Member will count toward circuit points for qualification for competition at the Circuit Finals Rodeos, including the National Circuit Finals Rodeo, only. No money won while a Permit Member will count toward Rookie of the Year awards in either national standings or circuit standings. During a current dues paying year, if within 30 days of filling permit requirements of $1000, said member applies for Contestant (“C”) Card any money won on permit (“P”) Card WILL transfer over to C card and all monies won will count towards National Finals Rodeo World Standings, Rookie Standings and Circuit Finals Standings. Should the permit holder not purchase C Card within that 30 day grace period after filling their P card they will forfeit the opportunity to transfer any monies won on permit for current dues paying year except for qualification for competition at the Circuit Finals Rodeos, including the National Circuit Finals Rodeo. Contestant will still have the option to purchase C card at any time during the current season but all monies won after 30 day grace period will stay on P card. Barrelmen must be Financially Eligible and must have participated in at least eight PRCA approved rodeos in the Rodeo Year that they apply for the NFR position with a minimum of 20 total performances in order to participate at the NFR. For purposes of this Bylaw, rodeos at which a Barrelman works only in a slack shall not count towards the minimum number of rodeos or performances required to participate at the NFR. A Barrelman Member may not work at the NFR unless he has filed an application with the Director of Rodeo Administration in accordance with this Section B8.5.1. Applications for the Barrelman position to the NFR will be accepted by the Director of Rodeo Administration up to May 1 of the calendar year in which the NFR will be held. No later than October 15 (of the calendar year in which the NFR will be held) the top 20 bullriders and all Financially Eligible announcers and bullfighters that have participated in at least eight PRCA approved rodeos with the minimum of 20 total performances as stated in B8.5.1., may vote for one barrelman. The voting process will be administered by the PRCA for one full entry week. For the one full entry week following the first vote, the same bullriders, announcers and bullfighters will vote for one of the top five vote-getters in the Barrelman category. The Barrelman receiving the most votes will be the NFR Barrelman and the first runner-up will be the alternate Barrelman for the NFR. In the case of a tie, a vote will again be taken with the eligible list of announcers and bullfighters voting from October 25 up to 5:00 pm MST on October 30. Change R10.5.4 Team Roping. The minimum standard length of the team roping scoreline shall be the length of the box minus 2 feet one foot under the length of the box at indoor rodeos and will be the same as the box at outdoor rodeos. (Kaleb Driggers 12/22)

Change R10.8.3 Throwing Heel Loop . The direction of the steer’s body must be changed before the heel loop can be thrown. However, if the steer stops, it must only be moving forward for the heel loop to be legal. Any heel loop thrown before the

completion of the initial switch will be considered a crossfire and no time will be recorded. “Crossfire” The heel rope cannot come in contact with the steer’s legs until BOTH: A) The header has control of the steer’s head B) And the steer’s hips have changed direction, with the steer having forward motion.
