THE FOLLOWING WILL BE EFFECTIVE FOR THE 2023/2024 SEASON The 2023 individual Circuit Finals Steer Roping events (Badlands, Columbia River, Montana, Mountain States, Prairie, Texas, Turquoise) and the 2023 National Circuit Finals Steer Roping will count toward the 2024 World Standings and qualifications. These events will be Official Entry Rodeos (contestant must designate unofficial). If a contestant has not met the required participation count it will be an automatic unofficial entry rodeo for that contestant and will not count toward 2024 World Standings or qualification rodeos. For any Steer Roping Circuit Finals Rodeo that occurs prior to the 2023 regular season cutoff date, money won at those circuit finals rodeos will count toward the 2023 World Standings and qualifica tions. In 2024, it will count toward the All-Around.

Waco based on 2023 Permit Standings. Walk-Up replacements may also be accepted for positions that were not replaced by PROCOM. ALL CONTESTANTS: All contestants (including alternates desiring to be considered as “Walk Up” replacements) must check-in with the rodeo secretary between 8:00 AM and 10:00 AM on Thursday, December 7. Any contestants who have not checked in prior to 10:00 AM may be replaced by an alternate. There will be a mandatory meeting at 10:00 AM for all contestants at the rodeo secretary’s office. Each contestant will receive a $500 stipend. CONTESTANTS WITH HORSES: Must provide current health certificate within 30 days, negative Coggins within 6 months, and brand inspection required by the state of Nevada. Stall check-in will be Wed, Dec. 6 from 10:00 AM to 2:00 PM, and again from 6:00 PM to 10:00 PM at the South Point Equestrian Center stalls. No late check-in will be allowed. Horses must vacate stalls no later than 8:00 AM on Friday, December 8. Any horses remaining after this deadline will be removed at the owner’s expense. Any cost or liability will be the responsibility of the owner. Contestants must provide health and brand papers required by the state of Nevada. TIMED EVENTS: If a timed event animal escapes or a rerun is awarded for any other reason, the extra

will be used. Only escaped animals go back into the herd. QUALIFICATIONS: BB, SB, TD, SW, TR - All contestants must enter through PROCOM during the specified times. 5 entries will be accepted for each event. The 5 contestants with the highest ranking in the average from the Permit Finals in Waco on October 6-8, will be accepted as entries for the Las Vegas Permit Challenge. If any of the 5 highest ranked contestants from the Permit Finals do not enter due to injury or any other reason, the next highest ranked contestant from the Permit Finals in Waco will be accepted. If less than 5 contestants of the 10 contestants who were accepted as entries at the Permit Finals in Waco enter the Permit Challenge in Las Vegas, the next highest ranked contestant in the 2023 Permit Standings who enters through PROCOM will be accepted. In the Team Roping, 5 headers and 5 heelers will be accepted as entries using the same qualifications as the other events. For headers, only money won in the Permit Standings as a header will be considered, and for heelers, only money won in the Permit Standings as a heeler will be considered. The 5 headers who qualify must rope with the 5 heelers who qualify. If a header or heeler does not designate a partner by entry closing time, a partner will be randomly drawn for him from among the other headers or heelers who did not

The order of contestants on the alternate list will be based on advancement rankings of contestants who competed at the Permit Finals in Waco. See Rodeo Entry Information section of the business journal. ALL EVENTS - Re-entries will be accepted for available positions on Mon., Dec. 18 between 9 AM and 12 PM. Contestants who enter during the re- entry period and are not placed in an available position will be placed on the alternate list that was established after the original entries closed on November 22. These alternate contestants will be placed on the list in order based on 2023 PRCA World Standings. ALL EVENTS - The alternate list will be based on 2023 PRCA World Standings. QUALIFICATIONS: BB, SB, BR - 20 minimum entries. No compensation. No slack. The top two in the 2023 Montana Circuit Standings will be accepted first, if they enter. The PRCA Rookie of the Year in each event (BB, SB, BR) will be accepted next. Any remaining positions, not to exceed 20, will be filled based on 2023 PRCA World Standings. No exemptions. FORMAT - One go-round. STOCK DRAW: Stock will be drawn on site at 10 AM on morning of the event. The event representatives for each event will be allowed to screen the stock included in the draw. PAY-OFF - Will pay 8 places. The 6% of the total purse for the PRCA will not be deducted from the purse. The committee will be billed separately for that amount. ALL EVENTS - Four judges will be used in the arena for scoring the contest. And two additional judges will be used on the back of the chutes. NOTE - Money won at this event will count towards 2024 PRCA World Standings and the PRCA Rookie of the Year Standings as long as the contestant enters and competes at a minimum of forty (40) PRCA rodeos during the 2024 rodeo year. ALL EVENTS - Re-entries will be accepted for available positions Thurs., Jan. 4 between 9am and 11am. See Rodeo Entry Information page of the business journal. TRADE DEADLINE - Wed., Jan. 3 at 4 PM. All confirmed trades will be final and will be processed immediately after both involved parties have confirmed through PROCOM. ALL CONTESTANTS - Must check-in at the trailer located in the contestant parking areand sign a release of liability and pick up back number before competing. All companion tickets will be located in this area. Each contestant may receive one companion ticket for the performances in which they are competing. EXTENDED GRACE PERIOD - There will be an extended grace period for qualified contestants entered in the BB, SB & BR event to change preferences on Mon., Dec. 18th between 2pm and 5pm ALL CONTESTANTS - Each contestant will be given a back number which must be worn and/or displayed at all times while in competition area or backstage area. BB, SB, BR - Stock will be drawn at two separate times. The first draw (for the first 8 perfs) will be no later than 72 hours prior to the first performance. The second draw will be no later than 72 hours prior to the start of the 9th performance. If a riding event animal is deemed inferior, that EOO: 10:00 AM MT JANUARY 2 EC: 10:00 AM MT JANUARY 3

animal will not be placed in any subsequent draw. If an animal is in a draw and scheduled to come back again the same draw, that inferior animal will be replaced and the contestant will be drawn a re-ride using the following re-ride procedure, or may have the option of drawing out (first go-round only). RE - Re-rides will be used in the following order: 1. Designated re-rides for the performance. 2. Unused animals due to notified TO’s, DR’s, and VIR’s) for that performance. 3. Available unused animals from previous performances (which includes unused re- rides and animals not used due to notified and non notified TO’s, DR’s, and VIR’s. 4. Additional re-ride pool of animals (set and approved by respective event representatives) to be used as needed. Each pool will consist of 4 animals per event. Additional animals must be added to the pool after each pool animal is used. Pool can be switched out at the stock contractor’s discretion (replacement animals set and approved by respective event representatives). QUALIFICATIONS: BB, SB, BR - 80 entries. No compensation. No slack. See R1.2.15 and R1.2.15.2. FORMAT - Two go-rounds, back-to-back, performance-to-performance, plus a semi-finals and a finals. Eight brackets with 10 contestants in each bracket, competing in two go-rounds, back-to-back, performance-to-performance, will account for the first 16 performances. The top three contestants from each bracket based on the average after the two go-rounds in each of the eight brackets will advance to the semi-finals. if ties result in more than three to advance from a bracket to the semi-finals, the tied contestant with the single highest score will advance. If still tied, the tied contestant with the highest ranking in the 2023 PRCA World Standings in that respective event will advance. If there are less than 3 qualified scores in one or more of the brackets, the contestant with the highest score in his section of brackets who has not already qualified in the top 3 of his respective bracket will advance. This process will be repeated until all positions in the semi-finals are filled. The brackets will be divided into two sections. Section one includes brackets 1, 2, 3, and 4, and section two includes brackets 5, 6, 7, and 8. If there are less than 12 qualified rides in section one of the brackets or section two of the brackets, a random draw by the judges following the completion of each of the two sections will determine which contestants with no score will be advanced to the semi-finals to insure that there are 24 contestants to fill the semi-finals. The semi-finals will include 24 contestants competing in the 17th, 18th, and 19th performances (8 per performance) all occurring on Saturday, January 20. A contestant must compete in all go-rounds in order to advance to the semi-finals or the finals (does not include VIR’s and DR’s). The contestants for the three semi- finals performances will be placed as follows: A contestant will be allowed to trade with a contestant from the same bracket who is placed in a different semi-finals performances. Semi-finals #1 (17th performance) Saturday morning, Jan. 20: #1 in the average from Bracket 1, #3 in the average from Bracket 2, #2 in the average from Bracket 3, #1 in the average from Bracket 4, #3 in the average from Bracket 5, #2 in the average from Bracket 6, #1 in the average from Bracket 7, #3 in the average from Bracket 8. Semi-finals #2 (18th performance) Saturday matinee, Jan. 20: #2 in the average from Bracket 1, #1 in the average from Bracket 2, #3 in the average from Bracket 3, #2 in the average from Bracket 4, #1 in the average from Bracket 5, #3 in the average from Bracket 6, #2 in the average from Bracket 7, #1 in the average from Bracket 8. Semi finals #3 (19th performance) Saturday evening, Jan. 20: #3 in the average from Bracket 1, #2 in

the average from Bracket 2, #1 in the average from Bracket 3, #3 in the average from Bracket 4, #2 in the average from Bracket 5, #1 in the average from Bracket 6, #3 in the average from Bracket 7, #2 in the average from Bracket 8. The competition order will be drawn randomly. The top 4 from each of the semi-finals performances will advance to the finals on Sunday, January 21 (20th performance). If ties in a semi-finals performance results in more than 4 contestants qualified to advance to the finals, the tied contestant with the highest score in the average from the brackets will advance. If still tied, the tied contestant with the single highest score from the brackets will advance. If still tied, the tied contestant with the highest ranking in the 2023 PRCA World Standings in that respective event will advance. If there are less than 4 qualified scores in one or more of the semi-finals performances, the contestant with the next highest score from the other semi-finals performances, who has not already qualified among the top 4 of his respective performance, will advance. If there are less than 12 qualified scores in the 3 semi-finals performances, the remaining positions in the finals (not to exceed 12) will be filled by the contestant with the highest score in the average from the two go-rounds in the brackets. If tied, the contestant with the single highest score from the brackets will advance. If still tied, the contestant with the highest ranking in the 2023 PRCA World Standings in that respective event, will advance. ALL EVENTS - If a contestant notifies a turn out, visible injury report, or doctor release through PROCOM, his position in the Semi-Finals will be filled by the contestant with the highest average score in the same bracket as the contestant that TO, VIR, or DR that has not already advanced into the Semi-Finals. The replacement contestant will be placed in the same semi-finals position & draw as the contestant that is no longer competing. If there are no contestants eligible to replace the non-competing contestant within his same bracket, his position will be filled by the available contestant with the highest average score from ANY bracket that has not already advanced. If there are no contestants eligible to replace the non- competing contestant from ANY bracket based on the average, the position will be filled by the contestant with the single highest score in any bracket performance that has not already advanced. If there are still no contestants able to replace the non- competing contestant from the single highest score/fastest time, the position will be filled by the contestant with the highest ranking in the 2023 PRCA World Standing that has not already advanced. This replacement process will be repeated until all positions in the semi-finals have been filled. ALL EVENTS: If a contestant notifies a turn out, visible injury report, or doctor release, his position in the Finals will be filled by the available contestant with the highest score or fastest time in the same semi-final performance as the contestant that notified the TO, VIR, or DR. The replacement contestant will be placed in the same Finals position & draw as the contestant that is no longer competing. If no contestants are eligible to replace the non-competing contestant within their same semi-final, their position will be filled by the contestant with the highest score from ANY semi final that has not already advanced. If there are no contestants eligible to replace the non-competing contestant from ANY semi-final, the position will be filled by the semi- final contestant with the single highest score in any performance that has not already advanced. If there are still no contestants able to replace the non- competing contestant from the single highest score, the position will be filled by the semi-final contestant with the highest ranking in the 2023 PRCA World Standing that has
