Contestants must enter Houston through PROCOM to be accepted. If co-champions exist, only one entry will be accepted as an entry at Houston. The tied contestant with the highest ranking in the 2023 PRCA World Standings will be accepted for the position at Houston. In the Team Roping, if co-champions exist, only one header and one heeler will be accepted. The tied header and the tied heeler with the highest ranking in the 2023 PRCA World Standings will be accepted as an entry for Houston even if that qualified header and heeler were not partners at the qualifying rodeo(s). If the same contestant (or team) is the champion at both qualifying rodeos, he will be accepted as the champion of one of the qualifying rodeos and the position reserved for the champions of the other qualifying rodeo will be filled by the next highest ranked contestant who enters based on 2023 PRCA

QUALIFICATIONS: The top 10 permit members (which includes any contestant who was a permit member for any part of the 2023 rodeo season) in each event, who enter based on 2023 money won as a permit member, will be accepted. Any contestant who is ranked in the top 30 of 2023 PRCA world standings as of Sept. 11, 2023, in his respective event will not be eligible to be accepted as an entry for the Waco permit finals. In the Team Roping, the top 10 headers, based on 2023 money won as a permit member while competing as a header, and he top 10 heelers, based on money won as a permit member while competing as a heeler, will be accepted. This includes any contestant who was a permit member for any part of the 2023 rodeo season. The top 10 headers who are accepted must rope with the top 10 heelers who enter. If a contestant enters without a partner or if a contestant’s partner is drawn out due to qualifications, a partner will be randomly drawn for him from among the other contestants whose partners were drawn out due to qualifications. The top 5 contestants or teams based on rankings in the average at this rodeo will be accepted as entries at the Permit Challenge in Las Vegas on Dec. 7, 2023. These contestants will be required to enter the Las Vegas Permit Challenge through PROCOM during the specified time period. If any of these contestants choose not to enter due to injury or any other reason, the next highest ranked contestant or team in the average from the Waco Permit Finals who enters will be accepted. FORMAT: 3 go-rounds. PAYOFF: Go rounds and average will pay 4 places. Money won at this event will not count towards World Standings or Circuit Standings. It will count

PAY-OFF - 6% of the total amount in the pay-off will be retained for the PRCA. 20% of the remaining amount will be allocated for the first go-round, 20% for the second go-round, 20% for the finals, and 40% for the average.
