Change B1.0.1.18 “Noncontestant Card Member” means an individual who has met the requirements for one or more of the following categories: A. Stock Contractors; B. Rodeo Producers; C. Arena Secretaries; D. Timers E. Rodeo Clowns, Barrelmen, and Bullfighters; F. Announcers; G. Labor; H. Photographers; I. Music Producer/Director; J. Specialty acts, including trick riders, trick ropers, Roman teams, horse and mule acts, acts including livestock (hogs, sheep or cattle), dog acts or any act in which the performers enter the arena on horses and are dressed in western attire; K. Miscellaneous acts. Any act not covered in the previous rule must present a description of the act accompanied by photographs in order to have the act considered for approval by the PRCA Board of Directors. L. Youth card holders who received their Youth Card Memberships prior to the 1996 Dues Paying Year; Pickup Men M. Rodeo Committees; N. Judges. (PRCA Staff 04/23) B2.5.1.3 Insurance Fee. Each Arena Secretary, Clown/ Barrelman, Bullfighter, Announcer, Pickup Man, and Specialty Act and Photographer member shall pay a $10 insurance fee for each PRCA-approved rodeo in which he participates. The insurance fee will revert to the PRCA National Office to subsidize the Membership Accident Insurance program and shall be in addition to the required premium for membership group accident insurance coverage. No Member shall pay more than one such $10 insurance fee for each PRCA-approved rodeo in which he participates. (PRCA Staff 04/23) Change B2.5.6.3 Application Applicants for Noncontestant Card Member-Announcer status must submit a completed PRCA application to the PRCA. At least three letters of recommendation must accompany the application, a minimum of one letter each from a qualified person in each group specified below:

Group 1 (a former): NFR, NFSR, or NFBR Announcer, or Top 5 PRCA Announcer of the Year in the past 10 years.

Group 2 (a former): NFR Barrelman or alternate, or Top 5 PRCA Clown of the Year in the past 10 years.

Group 3 (a former): Top 5 PRCA Dress Specialty Act of the Year or Top 5 PRCA Comedy Special Act of the year in the past 10 years

Prospective Announcers must be reviewed and approved by the PRCA before the applicant will be considered for permit membership. A nonrefundable $500 fee must be submitted to the PRCA with the membership application to defray the costs of the review. Applicant must provide a list of rodeos for evaluation. Upon evaluation and approval, applicant will be issued a Noncontestant PRCA Permit Membership . If approved, and if all other membership requirements are satisfied, an announcer applicant will be granted First-Year Announcer status. (CPEC 03/23) Change B2.5.6.5 Requirements to Become a Full Announcer . New announcers will become full announcers after the first Dues Paying Year. Surveys sent to the 5 PRCA rodeos completed by applicant will serve as the applicant’s review for a membership card. The Contract Personnel Executive Council will review the surveys after the 5 PRCA rodeos or at the end of the PRCA season; whichever comes first, and vote on full membership status of the applicant, with a simple majority vote determining if membership is approved or denied.
