The following were approved, effective 1/22/2018: Change B13.3.2.1 Primary Stock Contractor Defined. A Primary Stock Contractor shall be that Stock Contractor or Probationary Stock Contractor 1) listed as the Primary Stock Contractor on the official PRCA rodeo approval form and on the Rodeo Committee contract for the furnishing of stock and 2) which owns at least 50% 20% of the total riding event stock (based on the number of competitions and rerides contestants entered) supplied to that rodeo or at least one-third of the stock (based on the number of competitions and rerides) in each riding event at that rodeo. If there is a riding event cancellation, the required minimum number of stock will be reduced by one-third for each cancellation. If the final calculation result includes a fraction of .5 or less, the result will be rounded down to the next whole number. There will be no more than one Primary Stock Contractor per PRCA-approved rodeo, and a stock contractor is not eligible to be the Primary Stock Contractor unless the rodeo offers all of the PRCA Standard Events. If no Stock Contractor or Probationary Stock Contractor satisfies these requirements of a Primary Stock Contractor for a given rodeo, there will be no Primary Stock Contractor for that rodeo. The PRCA Director of Rodeo Administration shall have the right to review the Rodeo Committee contract to verify Primary Stock Contractor status. For purposes of this Section B13.3.2.1 and Section B13.3.2, no stock contractor will receive credit as the Primary Stock Contractor at any Circuit Finals Rodeo or the National Circuit Finals Rodeo. Change B13.3.2.1.1 Primary Stock Contractor Defined For Rodeos With a Finals or $12,000 Per Event or More Added Money. For rodeos with a finals or $12,000 per event or more added money, the Primary Stock Contractor shall be that Stock Contractor or Probationary Stock Contractor 1) listed as the Primary Stock Contractor on the official PRCA Rodeo Approval Form and on the rodeo committee contract for the furnishing of stock and 2) which owns at least twenty percent (20%) of the riding event stock used in the rodeo. If there is a riding event cancellation, the required minimum number of stock will be reduced by one-third for each cancellation. If the final calculation result includes a fraction of .5 or less, the result will be rounded down to the next whole number. ______________________________________________________________________________________________________ 2017 Bylaw Proposal Change B15.1.14 Events. A rodeo must include five of the following events; bareback riding, saddle bronc riding, bull riding, tie-down roping, steer wrestling and team roping to be approved. (Rodeo Committee Executive Council submitted 1/15) TABLED 2018 Bylaw Proposals ADD B1.5.7 Pickup Men Any pickup man who has worked a circuit finals, RNCFR or the WNFR prior to 2015 will be granted a PRCA Noncontestant Card Member-pickup man status. ADD B1.5.7.1 Dues and Fees. Annual dues, fees and insurance premiums for a permit will be $250. ADD B1.5.7.2 Application. Applicants for Noncontestant Permit Member-pickup man status must submit a completed application to the PRCA. Two signatures must accompany the application; one from a current PRCA Stock Contractor and one from a pickup man who has worked WNFR, RNCFR or from a circuit finals pick up man in the last 5 years (NFSR pickup men cannot sign). ADD B1.5.7.3 Minimum Contracts. Permit applicant must provide a list of 5 PRCA rodeos for evaluation. The applicant will work on that permit, for up to 5 PRCA events. The evaluation will be completed by a saddle bronc or bareback contestant event representative (or someone of their designation). However, the contestant event representative will physically sign off on the evaluation. If for any reason the contestant event representative (or his designee) does not evaluate the permit pickup man within the 5 given rodeos, they may reapply for another permit which gives them an additional 5 rodeos (at no additional cost). ADD B1.5.7.4 Requirements to Become a Pickup Man. Upon evaluation and approval by the contestant event representative, applicant may submit for a non-contestant pickup man card at the cost of $500. If the permit was purchased within the same rodeo season, they will pay the difference for the card. If they do not have a successful evaluation, the permit will be immediately revoked and that person cannot pickup and any other PRCA event following the rodeo in which they are evaluated. They may re-apply in one calendar year and pay all applicable fees to begin the process again. ADD B1.5.7.5 Insurance Fee. Pick-up men shall be subject to the insurance fee as set forth in Section B1.5.1.3. ADD B1.5.7.6 Special Event Eligibility. A permit member may not apply or work any type of finals rodeo until evaluated, approved and purchased a card. ADD B1.5.7.7 Emergency Procedures. In the event that a pick up man gets injured at a rodeo, the stock contractor has one performance which can be deemed an emergency. By the second performance held during that rodeo, they must hire a replacement pickup man with a PRCA card. Failure to do so will be $250 fine per performance, doubling with each occurrence.
