A Committee will be granted a ground rule providing for a disqualification rather than a fine in the Tie-Down Roping for a jerk down in violation of R10.6.5, if:

1. CALF PREP: The Committee/Stock Contractor must prepare the calves by breakaway roping them at least once and roping and tying them a minimum of two times from horseback, and the Tie-Down Roping Event Representative or is designee has the right to tie-down the calves pursuant to R7.7.2. The Tie-Down Roping Event Representative must be given at least five days notice of the time and location of where the calves will be prepared. The Tie-Down Roping Event Representative, or his appointee, has the right to be present when the calves are prepared, not dictate who prepares the calves.  His presence is to simply verify that the calves were prepared according to the criteria set forth herein and to submit a report to the Director of Rodeo Administration of the tag numbers of the prepared calves.  If a question or conflict arises between the Tie-Down Event Representative and the Stock Contractor/Committee regarding the prep of the calves, the Director of Rodeo Administration has the authority to approve who and where the calves will be prepped. If the Tie-Down Event Representative or his appointee fails to attend the calf preparation, the Stock Contractor/Committee may certify that the calves were prepared in accordance herewith and submit a report to the Director of Rodeo Administration with the tag numbers of the animals prepared. The report containing tag numbers of prepared animals must be received by the Director of Rodeo Administration not less than 48 hours prior to the start of the first scheduled performance or slack. Once the calves are prepared, they may not be used at a rodeo in which the slack or first performance that the calves will be used in starts more than 45 days after the first date the calves were used in competition, or have 15 or more runs (short round runs will not be included in this count) on them prior to the start of the slack or first performance of a rodeo, whichever first occurs. 2. LINER: A liner is allowed to stand no more than 12 feet past the scoreline as determined by the judge to help prevent the calves from running to the left. The judges will be responsible for assigning a liner. The liner does not need to be the same person for the entire rodeo so long as the person acting as the liner maintains the same position for all competitions. The liner will be considered part of the arena. In the event that a calf runs between the line judge and the liner, it will NOT be grounds for a rerun. 3. WEIGH SLIP: The Stock Contractor must provide a weigh slip from a certified scale to the Rodeo Secretary which allows the average weight of the herd to be determined and posted. The weigh slip cannot be dated more than 10 days prior to the first performance or slack in which the calves will be used for each rodeo. 4. SCALE: The Committee has a functional scale on site to weigh individual calves. The scale need not be certified but must be capable of being calibrated. The judges shall inspect the calves prior to the draw for the first performance or slack, whichever is first, and weigh any calves that appear to them to deviate more than 25 pounds either direction from the average posted weight of the herd. A contestant can ask the judge to weigh an individual calf before the draw, but it will be the judge’s sole discretion whether to weigh an individual calf. If a calf is under/overweight, it may be removed from the herd prior to the draw for the first performance or slack, whichever first occurs. After the first draw has occurred a calf shall not be removed from the herd but may subject the Stock Contractor/Committee to a fine for an under/overweight animal. If removing an animal from the herd creates a shortage of animals, the Stock Contractor/Committee may be fined in accordance with R7.8.5.
