2023 season Circuit Finals Rodeos and the 2023 NFR Open WILL count toward PRCA World Standings.

ATTENTION X-Bulls events with $35,000 or more added will be Division I events. X-Bulls

THE FOLLOWING WILL BE EFFECTIVE FOR THE 2023/2024 SEASON The 2023 individual Circuit Finals Steer Roping events (Badlands, Columbia River, Montana, Mountain States, Prairie, Texas, Turquoise) and the 2023 National Circuit Finals Steer Roping will count toward the 2024 World Standings and qualifications. These events will be Official Entry Rodeos (contestant must designate unofficial). If a contestant has not met the required participation count it will be an automatic unofficial entry rodeo for that contestant and will not count toward 2024 World Standings or qualification rodeos. For any Steer Roping Circuit Finals Rodeo that occurs prior to the 2023 regular season cutoff date, money won at those circuit finals rodeos will count toward the 2023 World Standings and qualifica tions. In 2024, it will count toward the All-Around.

ALL CONTRACT PERSONNEL: The 2024 PRCA Contract Personnel Special Events application program will open on January 9 th , 2024 and will remain open until 5:00 p.m. mt, May 1 st . This application process will be available 24 hours a day. This program includes the process for applications/specialty act submissions for Year End Awards as well. This process is open to First-Year and Card holding PRCA Contract Personnel Members only. No other forms of application will be considered for any special events or year end award nominations. No paper applications will be sent to members. To access the program please log on to your account on prorodeo.org. • Click the "My Account" tab if not taken to it directly • Look under the Profile Section and Box and you will see underlined "Contract Personnel Special Event Application" Please click on this. • A new page will appear and you will see a drop down menu of the different categories/positions you can apply for. Once you have selected that category you will see boxes below for the different special events of which to apply for. You will need to apply and submit an application successfully for each event, separately. If you chose to apply for more than one position/category (for example Secretary and Timer) an application must be completed for each position/category. Contract Personnel - Specialty Acts/Year-End Awards • To be eligible for year-end award voting, the 2024 Year-End Awards application must be submitted. • Each member of a group must fill out and submit the application. Each member of the group must list the other group members in their application. It is the member's individual responsibility to assure their application is submitted correctly and within the timeline . The system will not accept any applications after 5:00 PM (Mountain Time) on May 1, 2024 . If you are in the system and in the process of applying and your application is not completed before the deadline, you will not be able to submit after the deadline. There will be an extended grace period for those contestants who are entered and meet qualifications to change preferences on Mon, January 15 between 8:30 AM and 4:00 PM. TRADE DEADLINE - Fri., Feb. 2 at 4 PM. All confirmed trades will be final and will be processed immediately after both involved parties have confirmed through PROCOM. ALL CONTESTANTS - If a contestant’s actions are deemed detrimental to the PRCA, the San Antonio Stock Show and Rodeo, or rodeo in general, that contestant will not be accepted as an entry at San Antonio Stock Show and Rodeo in 2025. ALL CONTESTANTS - All contestants must sign a release of liability with the secretary before competing in this rodeo. ALL CONTESTANTS - Any contestant who turns out of any round at the San Antonio Stock Show & Rodeo or the San Antonio Xtreme Bulls Event without a valid doctor release or visible injury will not be eligible to continue competition, advance to the semi-finals or finals, nor enter the San Antonio Stock Show & Rodeo in 2025. In the event of a turn-out prior to the first go- round, the next ranking contestant on the alternate list will be used as a replacement. All contestants must wear PRCA patch while competing. ALL CONTESTANTS - Will enter 801 Frost Bank

Center Drive (Aniol Street) upon arrival. No dogs will be allowed on the grounds, with the exception of contract acts. Contestants must park horse trailers in the designated Cowboy Camp parking area. ALL CONTESTANTS - Due to limited number of stalls available, arrival time at Cowboy Camp will be at 2:00 PM one day prior to the contestants’ scheduled competition time and departure will be at 10:00 AM one day after the contestants’ last scheduled competition time. Stalls will be assigned to contestants on a first come, first serve basis. ALL EVENTS - If not enough contestants qualify for the number of places to be paid in an event, the remaining places shall be divided evenly among those contestants who did qualify (have a score or a time), and that money will be posted as Championship Points and count towards National Finals Rodeo qualification. If no one qualifies for prize money in an event, the prize money will be divided evenly among all who competed, and this money shall be considered ground money and will not be posted as Championship Points and will not count towards National Finals Rodeo qualification. ALL CONTESTANTS WITH HORSES - In-state origin and out of state origin: All horses must have proof of current health papers issued within 30 days and a negative Coggins Test within the previous 12 months. Health papers for any horse must not expire while horse is on grounds. ALL CONTESTANTS - All animals must be compliant with current Texas Animal Health Commission rules and requirements which are subject to change. No exceptions. Contestants must abide by San Antonio Stock Show & Rodeo regulations for entry and exit with animals. Individuals who violate animal entry policies will be subject to immediate ejection from the premises. It is recommended all equine participants be fully vaccinated for Equine Influenza Virus and Equine Herpes Virus (Rhino- pneumonitis) within 6 months prior to entering the San Antonio Stock Show and Rodeo grounds. QUALIFICATIONS: BB, SB, BR , TD & SW - 50 minimum entries. No compensation. No exemptions. No slack. No entry fees. The top 35 from 2023 money won who enter will be accepted. The top 5 from 2024 money won (excluding

In the team roping, if a header or heeler notifies a TO, VIR, DR, or DO prior to the 30-hour deadline, leaving an incomplete team, the next contestant in the corresponding category (header or heeler) on the alternate list of contestants that were drawn out due to qualification, will be added to the team (any TO, VIR, or DR notification made through PROCOM will be final). If a notification is not made prior to the 30-hour deadline, the remaining partner may select another partner from among any of the PRCA event contestants already entered at the rodeo, except those scheduled to compete in the TR. No partners can be replaced after a team has competed in their first go-round. ALL EVENTS - If a contestant chooses not to advance to the San Antonio Rodeo from the Qualifier due to injury or any other reason, the next highest ranked contestant from the qualifier will be allowed to advance (will not exceed 10). ALL EVENTS - There will be an extended grace period for the entries for San Antonio on Monday, January 15, which is the first business day after the qualifier, from 8:30 AM to 4 PM for contestants to change preferences and buddy groups, and for the team ropers to designate or change partners. Only contestants who have qualified through the San Antonio Qualifier will be eligible to compete on a permit. TR - Only two loops allowed. SW - The steer must fall clean when the throw is attempted. If a clean fall is not achieved and the motion stops for approximately two seconds, the steer must be allowed to regain his feet before being thrown. If the steer is not allowed to regain his feet when instructed by the judge, no time will be awarded. SW - If a steer dog falls, the contestant must immediately allow and/or assist the steer back to his feet before completing the run. Failure to abide will result in disqualification . The champion buckle will be awarded during the performance at 7:00 PM on January 12. Extras will be used to replace any sick or injured animals. The misdraw procedure will not be used. Stock charge - $60 per go-round. The payoff will be in accordance with the PRCA Rule Book. If there is a tie for the winner of the San Antonio Stock Show and Rodeo Steer Roping, the tie will be broken by the single fastest time in any go-round. If still tied, the tie will be broken by any go-round winner. If still tied, it will be broken based on 2023 money won. The entries for the SR event will open Thurs., Dec. 28 at 11am and close on Tues., Jan. 2 at 11am. ALL CONTESTANTS - Must compete in all go rounds in order to advance to the semi-finals, wild card, and/or finals (does not include DR’s or VIR’s). RE - The finals will be set by a draft process. The top 10 contestants in each of the riding events (BB, SB, BR) who advance to the finals from the semi-finals in addition to the one contestant who advances to the Finals from the wild card of the San Antonio Stock Show and Rodeo will select the animal on which they will compete in their respective events. 12 bareback horses, 12 saddle bronc horses, and 12 bulls will be available for selection. The one animal not selected in each event in the draft will be designated as the first re-ride. Draft position will be by random draw supervised by the judges. Contestants must be present for the draft which will take place on Saturday, February 24 at 4 PM in the Watch party (Expo2) located West of the Frost Bank Center. If contestants are not physically present, they will be called for their selection. If no answer, we will move to the next respective contestant and they will go to the end of the line. Decision is final. RE - Riding event stock for the first three performances will be drawn at least 72 hours prior to that performance. Stock for the remaining performances of the five brackets will be drawn at least 3 performances prior to that respective performance. BB, SB, BR - Three re-rides will be available (and on site) for each performance for each of the riding events. In addition, three more re-rides will be designated to be used, “only if needed”, in the case that one or more of the three originally designated re-rides are used to replace a sick or injured animal that was drawn by a contestant. If in the event that more re-rides are awarded than there are re-ride animals available, additional re-rides will be drawn from animals in that pen. RE - Riding event pens and re-ride orders to be set by respective RE contestant representatives and San Antonio Stock Show and Rodeo Chute Boss. BB, SB, BR - Any contestant awarded a re-ride option and whose equipment is broken must immediately repair and/or find replacement equipment. ALL EVENTS - If a re-ride or re-run is awarded for any reason, it may take place before the next event. Any contestant who turns out of any go- round or semi-final without a valid doctor release or visible injury release will not be allowed to compete in the Xtreme Bulls Event. In the event that a contestant is injured while competing at the San Antonio Stock Show and Rodeo and has a valid doctor’s release, he will still be eligible to compete in San Antonio’s Div. 1 Xtreme Bulls if he qualifies. TE - One handler pass will be available for multi event contestants only, who are competing in more than one event in the same bracket or semi-finals. TE - There will be a designated pusher in all timed events, which will be approved by the Timed Event Chute Boss. TE - Stock contractor to provide one animal for every entry, plus adequate extras. Extras from bracket #1 may be thrown or tied prior to the

second performance. After bracket #1, extras will be drawn from the previous pen. If a timed event animal escapes (or a re- run is awarded for any other reason), the extra will be used. Only escaped animals go back into the herd. TD - There will be a disqualification for a jerk down as long as all criteria are in compliance with the Jerk Down Policy. ALL CONTESTANTS - All contestants must be ready when called by judges and/or Chute Boss (in agreement with the judges). Fines will be given at $250 for first offense and progressively doubling with each subsequent offense, and/or may be disqualified by the judges. If an individual is taking advantage of the contestants in that event and/or the livestock and/or the rodeo production and/or not cooperating with the chute boss’ and judges’ instructions resulting in an attempt to cheat or influence the results of the event, to include but not limited to causing an animal to act up or be unruly in the chute in order to receive a re-ride, that individual will be disqualified by the judges from that round, and for subsequent offenses will be disqualified by the judges from that event for the remainder of the rodeo. Ready when called is defined as: BB - Contestant must be over horse with hand in rigging when previous horse leaves the arena. SB - Contestant must have horse cinched (front & rear) with rein measured and be in the chute, mounting the horse when the previous horse leaves the arena. BR - Contestant must be pulling rope when previous bull leaves the arena. TE - Contestant must be riding into the box when the previous animal leaves the arena. Contestant must take their stock within 45 seconds of receiving that all clear from the designated judge. If the contestant exceeds the time limit, except in case of mechanical failure or problem with the competition animal in the timed event chute in the opinion of the judges, he will receive a penalty of $250. For every 20 seconds over the 45- second limit the fine will be progressively doubled. If a contestant exceeds two (2) minutes in the box it will result in disqualification from the round. FORMAT - All events. Three go-rounds. Back to-back-to-back (5 brackets of 10 contestants or teams each will account for the first 15 performances). The top 4 money winners (twenty total) in each bracket will advance to the semi-finals which will consist of one more go-round. (16th perf and 17th perf). No previous times or scores will be carried forward. If there is a tie, the tie will be broken by any go-round winner in the bracket.
