eight performances per year and who has been a PRCA timer for less than 10 years, timer will be required to attend participate in a PRCA sponsored Timers Clinic every two years within 30 days of membership renewal for the next competition season to be eligible to time PRCA rodeos. Failure to participate in a PRCA sponsored Timers Clinic will result in the timer’s membership being suspended until Clinic participation is completed. Clinic attendance participation will be at the individual expense of the timer wishing to renew their membership. New applicants will be required to complete a Timers Clinic in order to complete their acceptance as a PRCA contract personnel member. After a period of 10 years of membership, participation in a PRCA sponsored Timers Clinic by a timer will be on an individual basis as deemed necessary by the Director of Rodeo Administration. (D. Davis and S. Backstrom submitted 3/18) Tabled B10.1.5 Limitation on Acceptance of Contestant Card Members. Other than the National Finals Rodeo, the National Circuit Finals Rodeo and any Circuit Finals Rodeo, a rodeo must be open for competition to all Contestant Card Members, unless specific limitations are set forth in the application for approval and are approved by the Director of Rodeo Administration and the Event Representative. If limitation is requested an approved qualifying event must take place prior to the event. All contestant card members must participate in the event to be eligible to enter the event. No contestant will be allowed to enter without participating in qualifier event regardless of standing or prior accomplishments. Approval must be voted on by the Event Representative and Director of Rodeo Administration one year prior to the event and must be posted in the business journal prior to vote so that the members may voice their opinions so voting members can make a decision that represents the members. Any Rodeo Committee desiring special consideration to modify entry rules to alleviate an excess number of entries must request such special consideration on the application for approval, and such special consideration must be approved by the Director of Rodeo Administration. (C. Townsend submitted 4/18) Denied B2.5.13.3.2 Other Requirements – Minimum Livestock. All Stock Contractors and Probationary Stock Contractors must own a minimum of 25 bareback horses, 25 saddle bronc horses and 25 bulls, a record of which must be submitted annually to the Director of Rodeo Administration two weeks prior to their first PRCA rodeo or PRCA-sanctioned event or February 1, whichever is earlier. The Director of Rodeo Administration may require a Full Stock Contractor Member or Probationary Stock Contractor to submit proof of 100% 51% ownership of any or all bucking stock. Failure to provide proof of ownership when requested will result in a $250 fine and any animal in question will not be eligible to be placed in the draw at a PRCA sanctioned rodeo until proof of ownership is established. During the Rodeo Year, Stock Contractors will notify the Director of Rodeo Administration of any additions and/or deletions to the Stock Contractor livestock list a minimum of one day prior to any of those animals being placed in the draw at a PRCA rodeo or PRCA-sanctioned event. Failure to notify the Director of Rodeo Administration of changes within the time frame listed above will result in the subject animals being ineligible to be placed in the draw at PRCA-sanctioned rodeos and a fine of $100 per animal. (H. Franzen submitted 6/18) Tabled New Bylaw B10.1.15.1 A rodeo committee adding less than $1000 per event must have equal money in the team roping. (M. Egusquiza submitted 7/18) Approved B10.1.17.1 Minimum Purse Money Added by a Rodeo. To receive PRCA approval, all Rodeo Committees must add at least $250 per required event (including the team roping heading and heeling) per performance, or $500 per required event at a one- performance rodeo. (M. Egusquiza submitted 7/18) Denied Add B10.4.5 Tournament Style Rodeo with a Finals. A tournament style rodeo is any format that moves contestants on to preceding go-rounds from individual performances or sections and not overall rodeo standings. A Rodeo Committee requesting to hold a tournament style rodeo must add at least $750,000 purse money collectively for all PRCA events (including steer roping). Existing rodeos of this format have until 2021 to comply. (M. Reeves submitted 2/19) Tabled 2022 Rule Proposals Add New: R5.5.3.1 Procedure When Not Enough Contestants Qualify for Paid Places In the bull riding event, if no one qualifies for prize money for that rodeo in its entirety, no ground money will be paid out. The prize money for the bull riding for that rodeo will be held in escrow by the PRCA until the following year and will be combined with the bull riding purse for that same rodeo the following year and paid out in accordance to the PRCA Rule Book. The
